Display updated World Topo Basemap in ArcMap

I'm trying to display Esri's new World Topo Basemap inside of ArcMap. I've tried using the 'Add Basemap', button and selecting the basemap there and tried connecting to Esri's server and adding it to ArcMap from there. Each time though, it still displays an outdated version with the pink/maroon streets instead of the newer version with black streets.

I've went to the REST endpoint of the Esri server and viewed the new basemap in my browser and it appears as it should, but as soon as I add it to ArcMap, it reverts to the old topo basemap. Does anyone know what's going on? I'm using ArcMap 10.2.1, SP3.
