ArcMap: My legend icons with images appears distorted

Problem:

My legend which uses a few image symbols appears distorted when exporting to a pdf. I am using the following steps:

  1. File
  2. Export Map...
  3. Save.

The result of the output legend is:

The symbols actually on the map appear just fine though.

System Details:

Windows 7 x64

ArcGIS Desktop 10.4

Good news. I found an article where this happens in ArcGIS Server here:

40538 - The PrintingTools service produces garbled or pixelated legend patches in PDF output

The solution is:

  1. Go to the default print settings. Start -> Printers
  2. Right click on the default printer choose Printer Preferences
  3. Set the default page size to be something larger than what you're trying to print
  4. Success

Has this issue been resolved with printing services created directly in Pro instead of ArcMap using ArcGIS Server services, where you do not need to make the changes in the KB Article 40538?
