In ArcMap 10.5 using an RGB composite image - for the Layer Properties/Symbology/RGB Composite there is an option  displayed that provides Pan-sharpening.  However, it is not possible to enable the option in version 10.5.  Works in version 10.4.1.  I do have a higher resolution image included in the data frame.  Is this a bug or is there something new required in 10.5 for this option to work?

same with an rgb image, but I didn't have a lower res one to apply it to... applying pan-sharpening

Step 5 of the procedure you referenced is visible but when you click on the check box the box is not filled with a check mark and the remaining items are not enabled.  There are other methods to achieve the pan sharpening like the Image analysis tool or ArcToolbox.  I'm just noting that this third option has been broken in version 10.5.

How about using Create Pansharpened Raster Dataset geoprocessing tool? Make sure the Panchromatic and Multispectral data overlap properly (same region).
