title block

I am working on a project that requires a title block be added to the map layout.  Is there a way to add a title block in ArcGIS Desktop 10.6 standard.  I see questions referencing AutoCAD title blocks in ArcMap.  But not just creating one in ArcMap.

This is something that I am also struggling with.  In ArcMap I would create the Title Block in Excel then add it to my Layout using OLE objects.  However OLE objects are not supported in ArcGIS Pro and there is no way to format the Tables for Column width, Font, Bold, etc for individual cells.
