Network Analysis

Recently, we've been told to study Service Area Modeling with Network Analyst, I found this "Use Time" option during my study. It seems like I can choose "Time of Day", but honestly, I don't see any changes on my map and our instruction gives no explaination on why we choose "7 AM" for this since it doesn't has any changes. Any idea?
