maps are not showing out of IDE

Hello

I have a project on Netbeans that works fine when I run from IDE. But when I run from a command line (java -cp ......) the maps are not showing. The ESRI logo appears. No erros are shown on output.

I´m using 10.2.4 .

Anyone knows the solution for this problem ?
