Are the tools provided by Arc GIS GeoAnalytical Server like hotspot analysis machine learning tools?

In the picture there are the Symbols (Hot spot analysis in the red circle) of the tools listed under the title "Machine Learning Tools in ArcGIS" but what makes them machine learning tools?
