Were you able to sign-up? I went to the link provided and clicked the "Count Me In" button and was able to enter my information and sign-up without issue. I was using Chrome but it should not really matter what browser you are using. Sorry for any inconvenience and thanks for your interest in the Esri MOOCs, they are a great way to get a lot of information and training with a flexible schedule!
