One Question: does the "Master Plan" reverenced in the PDF refer to a city's MASTER PLAN for its physical development or to a master plan for the development of an organization's GIS capacity and use?
Another Question: The vision around which the entire document is developed is for a smart city. Does that mean that the "client" is a Planning Dept., or the whole city (many departments)? That's the implication, but some of the language, for instance, under the Value Prop. section, but also other sections, is a little generic, which implies maybe it's for any organization, public or private, not a plannning dept (or city/many depts.) attempting to create a smart city via physical land use planning.
Any clarification would be helpful. I work in the San Francisco Planning Dept., and if i show this document to anyone, they will likely have the same questions and it would be nice to be able to clarify.
I think the one page strategy document is very powerful and thought that the session on virtual preparing it was excellent. Can't realize the power of the tech without embedding GIS into the delivery of org goals/needs, executive understanding/commitment, budget, trained staff, and the right tech for the org needs!
Hi @ScottEdmondson . This is literally just an example not tied to anyone in reality. The term "master plan" is in reference to a 3D and 4D masterplan. A plan to implement 3D/4D into future planning and development. In the Value proposition that specific need is aligned under "all". Everyone in that particular organization. Again, an example.
While a strategy is typically developed for an entire organization, we see many individual departments that develop their own geospatial strategies, so you could develop one of these specifically for a planning department. My guess is that this example is for an organization but is also written to fit a planning department as well.

But just to be clear, the 3D/4D reference is for any organization who wants to expand their GIS capabilities from traditional 2D to 3D features and 4D time visualizations of any feature for which one has time series data, right? @JamesPardue2 great stuff, I set in the strategy and governance sessions at the UC last week. Appreciate you posting this up. Once I get my strategy finalized, I will share it here for additional references and any feedback.
If you have any more examples of one page geospatial strategies, please share them. It will help the new managers understand and write their own organization's geospatial strategy. I like this one page template.
