How to Govern Your GIS Program 

At the GIS Managers Summit, @Cierra_Scriven will tell her story of how she discovered and used Esri's GIS Request Management Solution in addition to her own approach, to help govern the incoming demand for GIS maps and apps for her organization.

Cierra's goal wasn’t just about improving day-to-day operations—it was about encouraging broader organizational support and resources for the GIS program at the City of West Sacramento.  

In her process, the City

  • Recognized the forces driving the change, the people impacted, and where they were versus where they want to be
  • Supported change by putting systems in place, identifying key roles, integrating improvements, and supporting teams through the shift
  • Continually evaluates the success of their work, making adjustments and investments to continue moving forward

Cierra Scriven is the GIS Section Lead for the Capital Projects Department at the City of West Sacramento, where she leads a high-performing team in delivering innovative geospatial solutions that support infrastructure planning and cross-department collaboration.

With a background in environmental science, consulting, and mobile data collection, she specializes in translating complex business needs into intuitive GIS workflows using tools like ArcGIS Pro, AGOL, and Survey123. Her work focuses on modernizing public sector operations and fostering data-driven decision-making.
