About the Agency: The Bonneville Power Administration is a nonprofit federal power marketing administration based in the Pacific Northwest. Although BPA is part of the U.S. Department of Energy, it is self-funding and covers its costs by selling its products and services. BPA markets wholesale electrical power from 31 federal hydroelectric projects in the Northwest, one nonfederal nuclear plant and several small nonfederal power plants.

Location: Portland, OR -or- Vancouver, WA

Salary: $100,984 - $131,277 per year

As an IT Specialist (APPSW/DATAMGT), you will perform the following:

Data Management (DATAMGT):

  • Perform a variety of work involving planning, development, implementation, and administration of systems for the acquisition, storage, transfer and retrieval of data.
  • Apply and adapt new and improved approaches to the design, development, and implementation of data mining, data warehousing, and related data storage and retrieval systems.
  • Develop guidelines for the application of data modeling practices to the development of data management applications.
  • Lead projects to develop and implement new data management schema, and plan and coordinate the development of data structures and access strategies in alignment with business and mission requirements.
  • Develop logical data models to be translated into workable physical database schema and structures in the database development process.
  • Design and implement enterprise database strategies for functions such as backup, recovery and migration, or to correct extremely complex operational and performance problems. Evaluate current and future enterprise database requirements. Develop strategies designed to meet requirements.

Applications Software (APPSW):

  • Perform a variety of work involving the design, documentation, development, modification, testing, installation, implementation, and support of new or existing applications software.
  • Lead a multi-functional development project in software analysis, design, development, and implementation for a new system or major enhancement to an existing system.
  • Ensure applications are optimized for state-of-the-art technology and functionality.
  • Lead the applications development process to identify and correct weaknesses in critical performance parameters and variances in achieving cost, schedule, and performance goals.
  • Investigate, evaluate, and select tools and methods for improving productivity and software quality throughout the life cycle. Assess the feasibility of adopting new software design technologies within the current systems environment. Develop best practices guides for use by other applications software specialists.
  • Lead teams that design and develop agency-wide applications. Serve as primary liaison between customers and vendors and IT management throughout the development process. Ensure that applications are thoroughly tested and documented and security certifications are obtained prior to deployment.

QUALIFICATIONS
BASIC REQUIREMENT: 
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

To meet this requirement you must demonstrate proficiency in each of the four competencies listed above as follows:

GS-13: Advanced - You can perform the actions associated with each of these competencies without assistance. You are recognized within your immediate organization as "a person to ask" when difficult questions arise regarding each of these competencies. Focus is on broad organizational/professional issues; You have consistently provided practical/relevant ideas and perspectives on process or practice improvements which may easily be implemented; You are capable of coaching others in the application of each of these competencies by translating complex nuances relating to each competency into easy to understand terms; You participate in senior level discussions regarding these competencies; You assist in the development of reference and resource materials in these competencies.

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service.
