Duties

  • Plans and coordinates with teams of technical specialists who engineer, execute, implement, and document technical IT systems solutions for end user.
  • Prepares briefings and reports documenting the architecture and configuration of equipment, data, and information systems to support information system users and functional requirements.
  • Develops technical requirements related to, but are not limited to, application software, end user computing tools, data communications and networking, database technologies, security, technical architectures, and other disciplines.
  • Defines requirements for new development, COTS acquisition, and/or modifications to existing system capabilities.
  • Develops and prototypes information systems, conducts validation studies and recommends changes to established information models, application and geographic architectures.
  • Considers other related projects/programs and ensures that integration issues are identified and resolved. Requirements are defined, documented, and coordinated through appropriate levels of the Bureau of Land Management.
  • Designs or modifies information systems for assigned project/program areas. Devises original approaches to enterprise system designs where no design precedents may exist.
  • Projects/programs involve integrating a variety of technologies, systems, networks and components for one or more Information Technology (IT) or information system (IT/IS).
  • Develops system plans and planning/programming documentation, informational papers and budget analysis in support of systems engineering, analysis, and design efforts for enterprise systems.
  • Assures policies, goals, and interoperability standards for the creation of new or revisions to existing information systems and Tier II/III configuration management processes are followed.
  • Participates in system requirements reviews, system design reviews, acquisition reviews, and review of documentation provided in accordance with contract delivery specifications.
  • Assists with acquisition of contract support for system development, implementation, operation tasks, and COTS by preparing requests for proposal, evaluation documentation, etc. or parts thereof.
  • Coordinates task order and delivery order reviews for information technology hardware, software, documentation, services, and supplies to insure that they are accurate and complete.
  • Applies broad expert and specialized IT knowledge to assigned projects/programs. Reviews, coordinates, and negotiates technical and architectural requirements across a wide spectrum of proponent organizations and activities.
  • Interprets, refines, and recommends supplemental policy and guidance to implement BLM and DOI information management, systems/network operations, and information assurance directives in support of BLM operations.
  • Provides support to other DOI activities by advising on, developing, or acquiring support tools for information manipulation solutions.
  • Serves as an expert advisor and consultant to officials, specialists, or other systems engineers concerned with assigned program areas.
  • Provides technical assistance and attends meetings and briefings related to assigned programs. Strives to maintain current knowledge of state-of-the-art Information Technology (IT) systems.

Qualifications

  1. Providing services as a systems engineer for geospatial technology projects related to the definition, design, development, deployment and operational use of complex geospatial software and services

  2. Developing solutions to automate IT deployment, operational, and maintenance activities and handle escalated user or system tickets which can involve external vendor engagement

  3. Integrating with external development teams to deploy geospatial services and solutions that are integrated to non-geospatial systems

  4. Integrating with external IT support teams to manage network, data storage, virtualization, operating systems, firewalls, and ensure the geospatial system follows IT processes and are in alignment with IT policies

  5. Leading geospatial projects by applying project planning, management, coordination and monitoring to ensure successful completion of geospatial service delivery

  6. Preparing contract performance work statements, request for proposal evaluation criteria and participating in proposal evaluation panels

  7. Communicating orally and written presenting information clearly and convincingly; explaining and justifying recommendations; providing guidance; responding to inquiries and interacting with high level officials

How you will be evaluated -

Geospatial Information Systems - Knowledge of and skill in manipulating computer systems designed for capturing, storing, analyzing, and displaying data related to positions on the surface of the earth and other planetary bodies in order to better understand spatial patterns and relationships.

Configuration Management - Knowledge of the principles and methods for planning or managing the implementation, update, troubleshooting, or integration of information systems components.

Information Technology Architecture - Knowledge of architectural methodologies used in the design and development of information systems, including the physical structure of a system's internal operations and interactions with other systems.

Technology Awareness - Knowledge of developments and new applications of information technology (hardware, software, telecommunications), emerging technologies and their applications to business processes, and applications and implementation of information systems to meet organizational requirements.
