Stream buffer incorporating topography/elevation

I'm trying to create a 300' buffer around a river that measures the distance based on the lay of the land (not just a horizontal distance from the line).  I have a polyline of the river and a DEM of the entire area.  Is this possible?  It would be used to depict areas where cutting is restricted in the forests surrounding the river.

I'm using ArcGIS Pro 3.2.4 with a basic license and no extensions.  I'd be interested in hearing options even if it is outside of the capabilities of my current license.

A basic license with the spatial analyst extension would probably be a no... but there are ways to incorporate vertical factors in spatial analysis
