I have GPS coordinates (UTM, WGS 84) provided by a biologist on an excel sheet that need to be plotted.

Examples:

11S 529077 3638646
11S 528158 3639824
11S 528093 3639947

How do I plot these points onto NAD_1983_StatePlane_California_VI_FIPS_0406_Feet?

A two step process:
-Use something like Make XY Event Layer tool or Add Data from XY Data
-Once you have this as a layer, reproject it into your projection of interest.

You may have to insert a step between those of "defining your projection" as WGS84 but I suspect you can go right to the final projection.
