Neighboring polygon

Hey.

I have an assignment where I will find the nearest neighboring municipality. For example, if the municipality has one neighbor 2.3 and 4, I also find the neighbors of the municipality 2,3 and 4 I'll find all neighboring to each municipality in Norway.
