Neighboring Polygon Dissolve

Hello,

I have a shape file with 545 contiguous polygons all carrying different values (precinct#'s).  From this file, I have generated a Neighboring polygon analysis table reporting by each of the 545 precincts (Example attached).  This table shows me each of the adjacent/neighboring precincts for each of the 545 original precincts.  What I need to do is create a new polygon based on this analysis table where I can dissolve the adjacent precincts into a new vicinity. I can't seem to do this with a table.  It needs to be a feature class. I've tried joining the analysis table to the original shape file, however because this table is a one-to-many, I am not getting all my records returned.  I'm hoping that I'm just missing a step or that there is an easier way to go about getting a new shape file. 

I've only been a GIS staff member using ArcMap for about a month now, so ANY help is greatly appreciated!

You could create 2 polygon layers of the same feature class you are trying to create new boundaries for (precincts). In modelbuilder you will want to iterate through each precinct (iterate feature selection) in one layer and select by location (touch the boundary of the source layer feature) using the other as the source layer. Then preform a dissolve on the source layer with selected features for each iteration. This will give you a new feature class for each new boundary however; having them all in one feature class would be very confusing to look at.

thank you aimong.  I did just as you suggested and it seems I am missing something at the end. As the model runs (attached), it takes about 30 minutes as it loops through everything.  When I finally get to see the DISSOLVE FC it only displays the last selection.  It returns it as I expect it would, but what has happened to the other 544 selections?  They are not anywhere that I can see.  Do I need to view this dissolve FC from within some data driven pages? 
Please advise.  I feel I'm almost there...
