I have an aerial photo that I want to lay under a point dataset. But the image is blurry and I'm curious if there is a way to increase the pixel value in GIS. I tried in photoshop, but that ended up making the image not project correctly.

What do you mean by increase the pixel value?

I would also suggest posting this in the Imagery and Remote Sensing place on the GeoNet.
You might want to post the image or part of it. If it is blurry to start with then something is wrong. Perhaps you mean too coarse or grainy. If that is the case then resampling to a smaller cell size won't fix much,

I was saying that the photo was too blurry. I ended up trying photoshop again, but wasn't able to get it much clearer.
I can assume that when you mean blurry, the photo is defective and not just a coarse resolution
