We have recently upgraded our system from ArcGIS 10.0 to ArcGIS 10.4 and Oracle 12. One problem we have been struggling with is that we publish our Map Service Definition file and all the Layers will be working. After a while perishable data (weather data) will be purged out and if the Map Server is restarted the Layers associated will be broken even if new data is added later. It appears that the only way to fix this problem is to restart the Map Server again with data in the database table.
Is there a way to prevent this behavior?
