Geometric Network tables in DBMS

Can anyone tell me how the logical network ID, as in, N_<ID>_<> for geometric network tables is incremented? Once rebuilt, the ID reverts to 1 so I'm not sure how it ever changes when, in my case, there's only ever one geometric network in the geodatabase.

I just picked Oracle, but these are available for all RDBMS that are supported for geodatabase functionality.
