Can't see change reflected from specific time and date - from historical moments archiving

Hi all, i cannot see the change reflected when I go to a specific date and time. The total records should  say 3247, not 3246.  I noticed in the feature class source, it states archiving is disabled..could that be it? Any ideas? thanks!

Is there any chance time zone could have an impact here because you did not assign a time zone to the Parcel Fabric feature service?
