Inheritance in webmaps

Can webmaps inherit from other webmaps? 

So if I have the following:

Can I create a webmap base and inherit from it like this?

Or how does webmaps share common functionality?

This is not supported. A web map cannot reference another web map. The system is not designed (nor meant) to work this way.
