How can I create a polygon feature that simply covers the entire world?

I've tried the standard create features, but drawing anything outside the borders of the world will result in an error, saying that the feature can't be outside the extent.

If you have a feature class that covers the extent of the world, then you can use the Feature Envelope to Polygon GP tool to create the world extent polygon.  I've been playing with it using an oceans hosted feature layer to create the world polygon - works fine.

There's also this handy layer on Living Atlas that I use all the time: Global Background
