Does the .prj file require the AUTHORITY tag for a CRS not recognised by ESRI or EPSG?

I am writing shapefile sets for CRSs that are not always in the EPSG database. It seems that ArcGIS does not accept the AUTHORITY tag unless it references a valid code e.g. AUTHORITY["EPSG", "2000"]. Does the PE require this tag or can it be omitted under these circumstances? If not then which strings should it contain?

It can be omitted. We don't use custom authority information right now anyway.
