Hello,

We are using ArcMap 10.1.

We are new to ArcMap and have been trying to open a DEM and NED files downloaded from local websites.  The downloads appear to be *.tif and *tif.aux.xml file formats.  We have tried to open in ArcMap by using "All Supported Map Formats" but do not see these particular files in ArcMap .  Is ArcMap not the correct program to be using or are we missing some step?

I think you're selecting the "open map" (file folder icon) option. That would be used to open an existing map document (.mxd). Look instead for the Add Data button. It's a + sign on a box. Or click File, Add Data. That should let you browse to the TIFF file location and add it to the current map document.
