Rotating Squares And Rectangles About A Center Point?

Help!  I have thousands of 2'x3', 3'x4', 3'x3' squares and rectangles to map and all need to be placed in arbitrary rotated positions based on their placement on the ground.  Point features will not work for this, and it needs to be done working within an MXD (non-programmatically).  Thanks in advance for your assistance on this.

The rotate tool in edit tools will allow you to rotate features, is that what you're looking for?

Is rotate angle is same for all polygons?
