Polyline to Polygons with ArcView License

I have some land parcel data in Polylines and some in polygons.

I would like to convert the polylines into polygons.

I am using ArcMap 10 and have an ArcView/basic license. I understand that with the topology toolbar this is fairly simple but considering my license level, does anyone have a workaround better than simply tracing to make the polygons?

Any advice would be greatly appreciated.

There is a method developed by Hardolph.  See http://forums.arcgis.com/threads/6786-polyline-to-polygon?highlight=polygon

I think the ET Geowizards polyline to polygon wizard is one of the free tools.  It installs as part of ArcGIS.

XTools had a polyline to polygon tool that was one of its free ones.  It also installs as part of ArcGIS.

QGIS, which is free, has a tool to convert polylines to polygons.  It is a separate program.
