Ordering Overlapping Polygons

I have a polygon feature class of timber harvests where harvest polygons can overlap.  Each polygon is attributed with an end date.  Is there a way to ensure that the newer polygons always sit above the older ones?

You can create a view with an ORDER BY clause, but that's going to impact query
performance.
