Intersections not finding matches

I am having trouble geocoding several intersections in NY city.  One is E Fordham Rd and 3rd Ave in the Bronx.  If I look it up using the ArcGIS 10 Online locator it works just fine.  However my project isn't going to allow for internet access to this service so I have to build a local locator service.  NY DOT has a LION street database available for download and I pulled that and built a locator service using dual ranges according to the directions that they distribute with that data.  I can geocode many addresses but I am having some issues with specific intersections and I don't understand why.  I can see that the street segments are there and that they meet on the map within ArcMap but I don't get any results when geocoding.  If I try to use the Geocoding tool bar I don't get results for the above address either.  There are others as well but the Fordham and 3rd ave is just one example.  I have my connectors set to the &.  I have also tried downloading the Tiger data for 2012 that shows the same two streets intersecting but I get no match with that either.  I have tried building a locator based on US Address Street Name and US Address Single Range with no luck on either.  What am I missing that causes these to not locate this intersection?

Sounds to me like you have your bases covered.  Your connectors work with some intersections but just a few do not; perhaps zoom in on the data and see if the lines are truly intersections where you are having the problems.
That should just about do it....

I did zoom all the way as far as I could.  It looks like they come together as a T.  3rd Ave ends at Fordham so I dont' know if that is the problem.  Is that not considered an intersection if one street ends at another?

I created a query in SQL server 2008 that takes the two lines from the Feature class and checks their intersection and they do intersect at a given point so I am really stumped as to what I am missing.

Please log a support call; the analyst will require your test data, at least for the problem intersection(s).

I will have to purchase a support package.  We don't currently have one attached to our edn subscription.  Kind of frustrating but hopefully we can get it sorted out once we get a package.
