INSPIRE DATA SPECIFICATION AND INSPIRE GEODATABASE TEMPLATE

Dear all,
I am studing "INSPIRE Data Specification on Transport Networks �??
Guidelines" http://inspire.jrc.ec.europa.eu/documents/Data_Specifications/INSPIRE_DataSpecification_TN_v3.1.pdf

I am starting to used Inspire geodatabase template but it seems to be not complete, because I didn't found some trasportation object e.g. Transport
Points Feature Class of "Water Transport Networks Spatial object types" (page 106 of 203)

Any suggestion? Does Inspire geodatabase template include all data of Inspire Annex I?
