Importing .3ds files in ArcGlobe using Import3D files tool

I'm trying to import .3ds files into ArcGlobe.  I have the May 2007 technical paper, but when I use the "Import 3D Files" tool, I get the following error message:
ERROR 050038: No Valid Files
A locator with this name does not exist.
Failed to execute (Import3DFiles).
I'm not sure if it is a problem with the file and folder structure, or if I am not putting in the proper parameters.  I had created a geodatabase for the output featureclass to reside, and left the other parameters at default.
I received the data from IGN (France) - the CARTO3D product, and there are several folders embedded and then the folder where the .3ds resides also has the jpg/imagery files.
If anyone that can help me troubleshoot this, I would be extremely grateful.
