How to enable sketch tool?

Hi all
I'm having trouble with the sketch tool.
I use the cut on the map using the source is MXD file
The first i opened form then the sketch tool is enabled to localize.
[ATTACH=CONFIG]18962[/ATTACH]
But when the form is closed and then reopened, the sketch tool can not enable to localize.
[ATTACH=CONFIG]18963[/ATTACH]

Hola Mark,

In reviewing the screen shots provided, I would say the reason the Sketch tool is initially available. Is since you have a feature polygon selected, and within the second screen shot it is not. This is why the Sketch tool within the second screen shot is not available to use. Gracias, Mark!
