The ArcGIS for INSPIRE pricing is most of the cases based on the number of cores (just as ArcGIS Server), with up to 4 initial cores and additional cores pricing. There is also an annual maintenance cost.
Reduced pricing applies to staging server and term deployment. Increased pricing applies to service providers (ASP).
