How do you convert polyline to polygon in ArcMap 10.4

There use to a tool "feature to polygon" in earlier builds. I dont see them in 10.4. Can someone walk me through what I need to do?

I was subtly hinting a coding option, whereby polyline points could miraculously become polygon points... and there are other free solutions with the Arc* environment itself.

Hi Dan.  I'm just trying to follow your list comprehension, but seems to be a missing bracket?  I can code in Python, but new to Arcpy and ArcGIS coding world.  Any chance you can spell out that code snippet for me.  Please!  I'm on the Basic License.
