I have my own base map that i created, I have an excel spread sheet with lat, longs and I want to plot it into my map.

What software are you using to plot these points?
If you are using ArcGIS Online, you can essentially drag and drop a CSV file with lat/long onto the map and it will plot the points (using Chrome or Firefox).
