The Address and Street10 geocoding services are so slow now that they are almost worthless.  Is there some secret now to get it working at least somewhat proper.  I know they want people to buy the WGS now in 10.1, but really the older versions are this slow?

If you wish to do batch geocoding, you should be using an ArcGIS Online for Organizations subscription.  As a reminder, it's against the terms of use to do batch geocoding unless you have a subscription.  If all you are doing is a search, no subscription is required.  The following blog post provides a summary of the terms of use:   http://blogs.esri.com/esri/arcgis/2013/02/21/terms-of-use-for-batch-geocoding/.  For more information about a subscripton, see http://www.esri.com/software/arcgis/arcgisonline.

The ArcMap 10.1 functionality matrix shows that that North American, European, and World Places online locators are included in the functionality of ArcMap with no mention of a subscription being a requirement.  The 10.1 product allowed batch geocoding using these services without restriction, or notification upon use that a subscription was required to use them in this manner.  If this was somehow against the terms of use for the original 10.1 product your software should have prohibited its use.

A service pack, in my opinion, is not a new version release and these locators should still retain the same geocoding functionality that existed in the original 10.1 product.  The annual subscription you now require is more expensive than the ArcView product itself!  Many users do not need the entire feature set of the ArcGIS Online subscription.  Users simply want to be able to do what we could before SP1, and if they had a need for the rest of the feature set of ArcGIS Online they would have purchased it already.

ArcGIS for Desktop can access any of the online geocoding services for searching.  It has always been against the terms of use to do batch geocoding without a subscription, and when you install a new version of ArcGIS you accept these terms of use.  Thank you for pointing out the ambiguity of the functionality matrix.  We'll get this updated to make it more clear that batch geocoding requires a subscription.

For an inexpensive option, there's a locator available for North America in the Data & Maps collection that you can use with ArcGIS for Desktop.  This may meet your needs at no additional cost.
