I have a question for you all.

So, I want to compare between the dataset I have to check for each feature. My question here is what is "Input Base Features" and "Input Test Features" ?  Why didn't ESRI put the Original Data vs the New Data  instead ? It just helps to less confuse and claify.

I need to run MUID to check for compare to see if they both run the same name .

So that helps but I want to know the difference between Input Base and Test Features ?

The helps tells you exactly the difference.

The Input Base Features are compared with the Input Test Features. Input Base Features refers to data that you have declared valid. This base data has the correct geometry definitions, field definitions, and spatial reference.

The Input Test Features are compared against the Input Base Features. Input Test Features refers to data that you have made changes to by editing or compiling new features.

So the declared valid means the data is the new data and the Input Test Features is the old data ?
