is there a way to remove highlighted rows in the attribute table
to show only the blue highlighted boundary and remove others?

The highlighted rows in the attribute table represent the blue outlined polygons in the dataframe. There are tools within the table to show only the selected records and to switch selections. Should you require alternate information, examine definition queries in the help files
