Draw polylines between 2 points based on common identifier?

I have 3 layers, the first one is of clients (points) the second is a network element (points) that is in the street, the third is a layer of polygons that make the shape of a city. I need to be able to get a line that will represent a cable, from the client to the network element in the street, traversing the polygons. Taking into account that the client layer and network elements have a common field in attributes that can facilitate such as knowing where to get, I have used
Construct Sight Lines documentation but it only throws me a straight line, especially I need to do the tour according to the layer of polygons. Thank.Eric Rice

Are you licensed for the Network Analyst extension?  The Network Analyst tools are the first thing that come to mind, but I also know they are an extra license users don't always purchase.

Can you add an image to explain the different layers? I wonder what your polygon layer (city) looks like and what route you would like to obtain...
