Using 10.1, ArcCatalog, personal geodatabase with two feature datasets.
In one of the feature datasets I am able to delete the dataset or any of the feature classes within that dataset but when I try to delete the other feature dataset or a feature class in it the Delete is grayed out. Is my GDB corrupted or a bug, or??? There isn't a lock on the database either when I'm trying to do this.
This is all occurring in the BISDM3.mdb I downloaded from Esri.

Kevin A Sieger Ok, I was able to reproduce the behaviour.
This is occurring because the FloorLines feature class is a part of the Transportation_ND Network Dataset. Once I removed that feature class from participating in the network dataset, the delete option is available again.
Do you have a link where I can download that database. I'm a little suspicious of it myself. Especially since it's an mdb, those things are notorious for staying locked when they're really not.

What I've done in the past is Zip it up and change the extension to .notzip so it clears the firewall. Will that work?

I'm embarrassed that took this long to figure out. It has a network dataset so if you don't have the Network Analyst extension installed and turned on in ArcCatalog you won't be able to modify the network or features that take part in it.
This case isn't about the extension. Even with the extension turned on, the delete for that feature class will be greyed out, till that feature class is a part of the Network Dataset.
True, sorry I didn't pick up on that. You'll still have to have the extension enabled to be able to modify the network.
