I wanna ask what tools that I can use in system toolboxes..
I've 2 same polygon data but different attribute each..
I want to copy the attribute from polygon A to polygon B (same data type)..

If there is a common key field between the two featureclasses, the simplest way is to use
Add Join—Data Management toolbox | ArcGIS Desktop
maybe you can clarify your situation if this isn't the approach you want to take

the 2 polygon is same..i want to overlay the 2 polygon and copy the value which don't available at the other one..

If the polygon geometries are identical, then use my recommendation.
If they are not, then you need to review...

one will meet your conditions regarding attributes, but you will have to decide which one covers your geometry conditions.
If that isn't clear, then perhaps you need to show your geometry and current attributes (a screen grab would suffice)

Add Join as initially suggested, provided you use a key field for the join. otherwise you are going to have bits and pieces of geometry to clean up

How about using the Attribute Transfer tool on the Spatial Adjustment toolbar (Probably not enabled by default)? One thing you want to make sure of when using this tool is not to transfer geometry as you just want to transfer attribute data.
You can find Help on this tool to guide you and I would begin with a copy of the data so as you are learning to use this tool you don't corrupt your data.
