Here is what I have....and I'm really stressed...and I need an understanding please

I have a existing personal GIS Geodatabase model that was designed for a company, and it contain no data. I have tried to load data into the correct areas and I get an error "no license to load the target object class". I was told by a tech that I can't edit or add data because of the Geodatabase Relationships. I was told only ArcInfo (advanced) or ArcEditor (standard) can do the work that I have to perform. I only have ArcView:( (basic). This is an issue, because I have to follow the specs accordingly (from the company). Can I convert a Personal GDB to a File GDB and add/edit data with only a ArcView licence? I'm in desperate need of help in a huge hurry and I have tried to research and play around with different options within ArcView and I'm getting nowhere....

Can someone please advise on what I can do, without rebuilding the GDB?
