We utilize ArcGIS Diagrammer to maintain all of our GDB designs. After upgrading to 10.3, we can't open ArcGIS Diagrammer. An update supporting 10.3 would be greatly appreciated!

Hi Marius: You can find the 10.2.2 SDK download on my.esri.com (go to the "My Organization" tab, then Downloads) that install should have the required DLLs for Diagrammer.
In order to get the ArcGIS Diagrammer 10.3 to work in a Windows 10 environment, ArcMap 10.5, using Microsoft Visio Professional 2013
Make the following modifications in Microsoft Visio Trust Center:
Open Microsoft Visio, Click the "File" tab.
Click "Options"
Click "Trust Center"
Click "Trust Center Settings"
Click "File Block Settings"
Uncheck the "Open" option for the following:
"Visio 2003-2010 Binary Drawings, Templates and Stencils"
"Visio 200 - 2002 Binary Drawings, Templates and Stencils"
"Visio 5.0 or earlier Binary Drawings, Templates and Stencils"
Click "OK" until you can close.
ArcGIS Geodatabase Diagrammer for 10X

Follow the publish directions that you download with the tool.
Now run the Geodatabase Diagrammer for 10X from ArcCatalog (Version 10.5) (again).

Just to clarify something to avoid confusion, the ArcGIS Diagrammer and the Geodatabase Diagrammer are two different tools.
This thread was discussing about the ArcGIS Diagrammer, which was last released for ArcGIS 10.2.x.
So this will work with ArcGIS 10.3 ?
but i need to do some updates to visio ?
Since Diagrammer work only with 10.2 so is X ray software give the same capabilities if i needed it with ArcGIS 10.3
for preparing diagram for GDB ?
It is still possible to run the ArcGIS Diagrammer, even with ArcGIS 10.6.:
Warning! This is not a new version, still the old Diagrammer. Some new geoadatbase features, like editor tracking and new annotations from Pro are not supported. You can export the created xml and import into a new geodatabase, however you won’t be able to open a newly exported workspace document xml in the Diagrammer. So now it is a one way tool. The Diagrammer uses workspace document xml version 9.2, the 2.3 Pro uses 10.7. so there is no way going back. But it is still OK for me.
The paths may vary depending on your installations and ArcGIS version. The solution is not working with ArcGIS Pro, you need to have an ArcGIS for Desktop ArcMap installed.
This solution is not perfect just a workaround–use at your own risk.
