active connections

while upgrading the database to 10 using python , i got the following error:

Could not pause the database. Cannot upgrade because there are other active connections (SDE). Cannot upgrade because there are other active connections (SDE). Failed to execute (UpgradeGDB).

Have you confirmed there are no other active connections to the Geodatabase?  The upgrade process requires no other connected users in order to run.
