Change the new ArcGIS 10.1 Create Database User geoprocessing tool so that it does not grant create data privileges in the background.  The privileges should be granted through a role.  At the least, there should be a check box option to grant or not grant these privileges explicitly.

Thank you for the idea!

In both ArcMap and ArcGIS Pro, the create database user GP tool now allows the assignment of a predefined role in the database allowing any set of privileges to be assigned to a new user.
