I have a couple questions regarding the information inside Geographic_Transformations_10.1.pdf. In table 1 there is an accuracy value. What are the units? If it is unit less, which are the more accurate values, high or low?

The units of accuracy seems to be in "meters". And the lower values are more accurate.
Thats kinda my thoughts too.
