Can you try upgrading to 10.7.1?

What type of database  (e.g. SQL Server, Oracle, other)?

You might need to apply a patch.

I am using SQL .. in the middle of upgrade of ArcServer and Portal to 10.7.1 .. I plan on upgrading to ArcGIS 10.7.1 when the upgrade is done.
