How is it possible that the comment in this community document has an upvote?

@Bud, at this stage I don't believe what you're seeing is indicative of a bug. 

There's a limited crumb trail I can follow on this one, but the most likely scenario is in line with your merging theory: that the comment you're referencing was published as its own post in a Questions Board (probably ArcGIS Pro Questions) and a member of our larger Esri team identified that it was not actually a question, but feedback related to the new release. It may have been moved to the Document post to preserve it in a more relevant location, but it'd likely already received the Kudos from another member before that transfer took place. Maintaining a record of the Kudos even when a post gets shifted to a Board where new Kudos aren't enabled is likely to be a baked-in platform feature.

If you happen to notice a pattern of messages like this at any point and suspect there may indeed be a bug—especially if it hampers your use of Esri Community—please do mention it again.
