We have created a nice portal using Portal for ArcGIS also generated lots of web apps and maps. Everything is working very well.
While we are exploring the capabilities of the Portal for ArcGIS we discovered the Story Map Journal template which is the most popular template of the Portal for ArcGIS. But we faced a problem about generating a Story Map Journal and other templates which are coming with the ArcGIS 10.3 version.
In the Configurable Apps tab we can't see the Story Map Journal and other 10.3 templates, we see some templates from 10.2 version and some of them is not working stable.
Anybody know what is the reason of this problem? What can we do to see or import the up-to-date templates of the Portal for ArcGIS 10.3 version.

Map Journal should be included in your Portal at version 10.3.
One possibility is that the list of template displayed in the "Configurable apps" has been customized by the Administrator. That settings is available for Administrator:
If you are not administrator please check with him and let us know.

Thank you so much for your information, you are right it should be included in Portal at version 10.3.
I am one of the 3 administrators related to Portal for ArcGIS in the company. Actually the settings were already like you said, but even so we did same settings.
We tried to publish Story Map Journal configurable application. Below you can see the print screen images of these processes. Also some applications don't appear correctly.

If we select the Story Map Journal or Map Tour application, we see the security window which asks us to username and password;
After entering the our username and password unfortunately we cannot login to the interface of Story Map Builder, if we press the "Esc" button on keyboard we see the "Loading Page" but it is never loading.
Do we need to make some settings about security certificate?

I'm not sure, this looks like a problem related to your Portal for ArcGIS configuration and not StoryMaps. I recommend that you contact Esri support Esri Support . You can also try the Portal for ArcGIS forum.
