website links in map tips and feature name

I am using the Paso Robles website as an example as I am creating a tourism story map.  http://esripm.maps.arcgis.com/apps/MapTour/index.html?appid=ff140b28fac2499188236400cbba8978&webmap=...

I see that they have links to the website of these features both in the map(map tip) and in the panel for the name of the feature.  I am wondering how to do this.
