Using Polygons in a Web Map Layer as the Symbols for a Story Map Tour

Hello all,

I am making a story map tour detailing current development sites in Downtown Miami. I have a polygon web map layer that has been successfully loaded into my story map tour that displays the parcels for each respective development site. Instead of the default markers/symbols, what I would like is to have the photo/caption/information for each site attached to its respective parcel/polygon, and for that parcel/polygon to be highlighted when selected. Does anybody have any idea how to do this? Does it involve more extensive coding?
